Tobin Public Awareness™ provides an effective means of communications between pipeline operators and those who would be impacted by an incident through a turnkey mailing service. It also serves as an essential component of the Pipeline Operator's Damage Prevention Program that is fully compliant with APIs RP-1162.

Route Analysis
Our Map Data team generates a buffer area on each side of the piping route/centerline. The buffer size on each side of centerline can vary for any portion of the route based upon client specifications. We then extract key information such as state, county, five-digit zip code, zip + 4 and postal carrier route by analyzing your centerline buffer areas.

Tobin Pipeline Mapping services.
Address Extraction
We use a variety of top-quality address databases to create the mailing list of the stakeholder audience. These databases consist of United States Postal Service address information, business listings, farm directories, government and law enforcement, fire chief and EMS personnel directories. The composite address list is then audited to remove identical address records that may be derived from the multiple data sources.
Design and Printing
Tobin works closely with our clients to create a notification program customized to meet their specific needs. Whether creating a mail piece directed toward the general public or creating more specific pieces focused toward farmers, property developers, excavators, emergency responders or fire chiefs, we can meet your needs for each stakeholder audience group. We can assist not only with creating the content of the mailer, but also provide the expertise required to ensure that the graphic design draws interest from the recipient, and that it complies with the USPS automation standards, thus minimizing printing and postal fees.
Archive
At the completion of the Tobin Public Awareness program, Tobin provides a listing of all the addresses that are mailed for the campaign in Microsoft Access database format (mdb). This allows verification by the client or an inspector. The archive also includes scanned images of the actual mail piece(s) and a scanned copy of the postal reports (USPS 3602s). We also provide a geographic map displaying the areas to which the mailer has been sent. The mail pieces can include a survey questionnaire (with or without incentives) that is returned to Tobin as a tool to measure the effectiveness of the program. Tobin tracks and reports the results of the reply card questionnaires.
An additional highlight of the Tobin Public Awareness service is delivery of an executive summary of the program. The executive summary describes the aspects of the completed program, provides a statistical analysis of the outgoing and return mail by stakeholder audience group, and includes observations and recommendations for enhancing the program, which is an essential part of our continuous improvement of the program.
Specialized Maps
Tobin can provide custom maps of the entire pipeline system or of selected areas along the route showing the pipeline route and other natural, man-made or demographic features. These maps are used in town meetings and can be provided to fire department and other emergency response personnel. Maps can also be delivered in digital formats such as TIF, JPG, PDF or even GeoPDF.
